On 20th September, the Energy Efficiency Office - Ministry of Industry and Trade in collaboration with Dak Lak Department of Industry and Trade organized a workshop on "Energy Efficiency and Implementation of Law on Energy Efficiency and Conservation in the South Central Coast and Central Highlands ". Attending the workshop were Mr. Y Dham Enuol, Standing Vice Chairman of Provincial People's Committee, Mr. Nguyen Van Long, Deputy Director of Department of Science, Technology and Energy Efficiency, General Directorate of Energy (Ministry of Industry and Trade), representatives of Provincial Departments of Industry and Trade in the South Central Coast and Central Highland, businesses in Dak Lak province and representatives of districts, towns and cities in the province.
Law on Energy Efficiency and Conservation officially takes effect from 01 January 2011. After nearly two years coming into life, it has brought a positive signal from the subjects under law supervision, especially the key enterprises. However, in fact, many enterprises in the South Central Coast and Central Highlands are still confused in the understanding of the provisions of Law and the solutions to enforce these provisions effectively in order to save energy, save production cost, increase production performance.

Speaking at the workshop, Mr. Y Dham Enuol, Standing Vice Chairman of Provincial People's Committee said that efficient use and conservation of energy is one of the most important solutions to the development of sustainable social-economy. Energy conservation is an urgent matter as the country is facing with the threat of energy insecurity and prone to natural disasters from climate change. Mr. Y Dham Enuol also hopes that the workshop will open up many new directions, energy efficiency programs will be developed widely and effectively in the South Central Coast, the Central Highlands in particular and entire country in general.
At the conference, representative of the Ministry of Industry and Trade has introduced the Vietnam legal document system on energy efficiency, focusing on Law on Energy Efficiency and Conservation. Law consists of 12 chapters and 48 articles stipulating the rights, obligations and responsibilities of organizations, households and individuals in the efficient use and conservation of energy; policies and measures to promote energy efficiency and conservation.

Representative of Dak Lak Department of Industry and Trade introduced a project on energy efficiency target program for Dak Lak province for the period 2011 – 2015 with taking into consideration to 2020. According to this project, the provincial energy consumption increase every year. In the period 2006 - 2011, the consumption management in residential sector is the economic sector which has the highest energy consumption of 66.45%, construction industry accounts for 25.29%, the hospitality sector consumes 3.26%; agricultural, forestry and fisheries sectors accounts for almost 1%, the rest is the other economic sectors. In the energy structure of the province in 2010, the residential group accounted for 33.1%, industry accounted for 29.2%, transportation accounted for 21.4%; agriculture, forestry and fisheries accounted for 9.5% , service and commerce accounted for 2.9%, the rest is other areas. There are 14 industrial facilities with the power consumption of more than 1 million kWh/ year entire the province, of which there are 3 key energy using units. Based on the survey, 17% of enterprises have founded energy lost in the production process, 67% of enterprises set a target to reduce energy costs and 40% of enterprises have plan to innovate technology and invest in equipment. With the implementation of various measures to save energy, in 2011 Dak Lak Power Company has saved 7.32 million kwh of electricity.
The participants also shared experiences and discussed about the solutions to implement local energy efficiency, performance modeling of energy management as well as the difficulties in the state management of energy.
Mr. Nguyen Van Long, Deputy Director of Department of Science, Technology and Energy Efficiency, General Directorate of Energy, Ministry of Industry and Trade, said that “facing with the challenges of energy resources depletion, the energy conservation is not only a urgent matter but to be a national energy security strategy to ensure sustainable development as well. The aim of the workshop is to contribute to the implementation of Law on Energy Efficiency and Conservation and promoting dissemination to raise awareness and encourage efficient use of energy; promoting the application of new energy, renewable energy which benefit to the community. The workshop will also help the industries, enterprises further enhance awareness of the importance of efficient use and conservation of energy and then outline the plans, specific solutions so as to be consistent with each sector, units and localities.
